How to Apply for GEPCO Bill Installments Online & Offline

When electricity bills spike due to seasonal summer consumption, accumulated arrears, or Fuel Price Adjustments (FPA), paying the full amount in a single transaction can be financially overwhelming.

Gujranwala Electric Power Company (GEPCO) provides an official legal mechanism allowing domestic, commercial, and industrial consumers to convert their monthly electricity bills or accumulated arrears into manageable monthly installments without incurring disconnection penalties.

Eligibility Criteria & Policy Rules for Installments

Before applying for bill installments, review GEPCO’s regulatory framework regarding installment approvals:

  • Current Monthly Bill vs. Arrears: Installments are primarily granted on heavy arrears or high seasonal bills. Standard running monthly bills can also be converted into installments if the consumer demonstrates genuine financial distress.
  • Frequency Limit: Under GEPCO consumer rules, a consumer is generally allowed to convert a bill into installments once per calendar year for standard connections.
  • Exclusion of Taxes & FPA: While the base energy cost and arrears can be divided into installments, certain government taxes (such as GST or TV Fee) and specific regulatory surcharges may need to be paid in full with the first installment.
  • Late Payment Surcharge (LPS): Once an official installment plan is approved and stamped on your bill, the Late Payment Surcharge (LPS) is waived or adjusted across the installment period, provided all installment deadlines are met on time.

Authorized GEPCO Officers & Approval Limits

GEPCO delegates installment approval powers to specific officers based on the total bill amount and connection type. Knowing which officer to approach saves time during the offline application process.

Required Documents Checklist

To avoid delays, bring clear copies of the following documents when submitting an installment request:

  1. Original Electricity Bill: The current month’s unpaid GEPCO electricity bill.
  2. Applicant CNIC: Attested copy of the account holder’s 13-digit National Identity Card.
  3. Written Application: A formal written request stating the reason for requesting installments (e.g., financial constraint, sudden high reading, or medical emergency).
  4. Tenant Affidavit / NOC (If Applicable): If the connection is registered under a landlord’s name, a copy of the rental agreement or an NOC from the property owner may be requested.
  5. Contact Details: Valid mobile phone number for SMS tracking and verification.

Method 1: Offline Application Process (In-Person at SDO / Revenue Office)

The physical application process is the most direct way to get an immediate, stamped revised bill voucher on the same day.

1.Prepare Application & Documents:Document Gathering.

Write an application addressed to your relevant GEPCO Officer (SDO, XEN, or SE depending on your bill amount) titled “Request for Grant of Bill Payment in Installments”. Attach a copy of your CNIC and the original bill.

2.Visit Your Local GEPCO Sub-Divisional Office (SDO):Office Visit.

Go to your designated local GEPCO Sub-Divisional Office or Customer Care Center before the bill’s official due date.

3.Application Review & Approval:Verification.

Present your file to the SDO or Commercial Officer. The officer verifies your account payment history, ensures you have not taken installments in recent months, and signs/stamps the approval on your application specifying the number of approved installments (e.g., 3 equal installments).

4.Receive Stamped Revised Installment Slips:Voucher Generation.

Take the approved file to the GEPCO Revenue Office / Billing Counter inside the premises. The billing clerk inputs the installment schedule into the computer system and generates a revised installment bill showing Part 1 (1st Installment) with a new extended due date.

5.Pay the First Installment:Settlement.

Pay the 1st installment slip immediately at the designated bank counter or via mobile banking apps. Keep the paid receipt safe; remaining installments will automatically be added to your subsequent monthly GEPCO bills.

Method 2: Online Complaint Portal (CCMS / E-Grievance System)

If you cannot visit the SDO office in person, you can lodge an online request through WAPDA’s Centralized Complaint Management System (CCMS).

1.Open CCMS WAPDA Portal:Portal Access.

Visit the official CCMS website (ccms.pitc.com.pk) or open the Ministry of Energy portal on your smartphone or browser.

2.Select Category & Enter Reference Number:Data Input.

Click on Register Complaint, select GEPCO as your DISCO, and enter your 14-Digit Reference Number. The system will automatically retrieve your consumer details and address.

3.Fill Request Details:Ticket Creation.

Under complaint category/type, select Billing Dispute / Request for Installments. In the description box, state your inability to pay the full amount due to financial hardship and specify the number of installments requested (e.g., 3 installments).

4.Submit & Get Ticket ID:Submission.

Submit the form. You will receive a tracking Complaint Ticket ID via SMS on your registered mobile number.

5.Track Status & Download Revised Bill:Tracking & Retrieval.

Monitor your ticket status on the portal. Once approved by the GEPCO Revenue Officer, a revised bill voucher link will be attached to your ticket resolution, which you can print and pay online.

Consequences of Defaulting on Approved Installments

It is critical to pay each installment strictly by its assigned due date:

  • Automatic Cancellation: Defaulting on a single installment invalidates the entire installment agreement.
  • Restoration of Full Balance: The full remaining balance, along with accumulated Late Payment Surcharges (LPS), will be added immediately to the next month’s bill.
  • Disconnection Notice: GEPCO reserves the right to issue an official 7-day disconnection notice (Form E-16) and remove the physical meter if the defaulted amount is not settled.
